INSTALL (WINDOWS 10/11)
-----------------------
Install Python 3.10 or newer from python.org. During setup, enable
"Add Python to PATH". Then double-click Install_Business_Permit.bat once.
It creates a project-local .venv environment and installs the required
packages. After setup, double-click Start_Special_Business_Permit.bat, or
use Run_Business_Permit.vbs to start without a command window.

MYSQL
-----
Edit DB_CONFIG in business_permit_system.py:

If MySQL is on another PC, replace host with the MySQL server IP
and make sure MySQL accepts remote connections and the firewall allows
the MySQL port.

IMPORTANT
---------
Replace oroquieta_seal.png with your official high-resolution seal if
available.

Change MAYOR_NAME, MAYOR_TITLE, BY_NAME and BY_TITLE in the Python file
when the authorized signatories change.

The wording in the PDF is editable in make_pdf(). Have the City Legal/
Business Permit Office verify the final wording before production use.
